Yes.

In my practice, we have a saying: Yi, Chi, Li. Or Spirit/Heart/Intention leads Qi - our life force - which manifests in the physical body as movement, health, and other effects.

To bring one's intention, and attention, to a thought, meditation, or prayer, is to alter one's condition. Improved myelination and neuroplasticity is certainly an outcome thereof.
